A garter belt is a waistband with four or six straps and a clip on the end of each one. It does not come with stockings, and nothing on it works until you have a pair of thigh highs to clip to, so order both together or the belt sits in a drawer. Do garter belts come with stockings?
No, and this is the thing to know before you order. A garter belt is sold on its own, with working clips and no legwear attached, so it does nothing at all until you have a pair of thigh highs to clip to. If a product photo shows stockings, those are styling rather than contents. Order the belt and the legwear at the same time, because a belt on its own is a drawer ornament.
Do I wear a garter belt over or under my panty?
Over. It feels counterintuitive and it is the right answer, because a belt worn under the panty means the panty cannot be removed without unclipping four or six straps first. Worn over the top, everything comes off in the order you would expect. This is the single most useful thing nobody tells you about wearing one, and it costs nothing to get right.
How many straps should a garter belt have?
Four is standard and six is better if you want the stocking to stay where you put it. More straps spread the tension around the leg more evenly, which means less sliding and less of the pulling sensation at one point on the thigh. What stockings work with a garter belt?
Thigh highs with a plain fabric welt at the top clip best, because the clip has something flat to grip. Silicone-topped thigh highs can be clipped too, but the silicone is designed to hold the stocking up by itself and becomes largely redundant once the straps are doing that job. What size garter belt should I order?

Will it be visible under clothes?

Under jersey or a bias-cut slip, you will see four or six small bumps. How do I wash a garter belt?
Hand wash in cold water and lay it flat to dry. Fasten the clips closed before washing so the metal does not catch the lace, which is how most garter belts actually get damaged. Keep it out of the dryer, because heat destroys the elastic in the straps and the waistband and once those have gone slack the belt cannot hold a stocking. Wash dark and red pieces separately the first time.
